Russia Draft Bill Would Limit Retail Access to Foreign Stablecoins
Russia’s draft crypto bill would restrict purchases of foreign stablecoins to professional and qualified investors, carving stablecoins out as a separate legal category rather than treating them like other cryptocurrencies. The proposal would also limit retail access to foreign digital instruments to products approved by the Bank of Russia, while the central bank separately wants all stablecoin trades routed through licensed exchanges or authorized exchange offices under state supervision.
