Ukraine has imposed 10-year sanctions on five cryptocurrency platforms under a decision of the National Security and Defense Council dated September 30, 2026, which was put into effect by Presidential Decree No. 1037/2026 on October 11. The move covers RAPIRA, ABCEX, Aifory Pro, WhiteBird, and MarketCoin.io.

The restrictions were proposed by the National Bank of Ukraine and are aimed primarily at access to the platforms’ online infrastructure inside Ukraine. They include blocking the companies’ websites and limiting access to related Telegram channels, but do not include asset freezes.

Which platforms were sanctioned

The measures apply to RAPIRA, ABCEX, Aifory Pro, WhiteBird, and MarketCoin.io. According to the source material, the five platforms are registered in Georgia, El Salvador, the Marshall Islands, Belarus, and Thailand, respectively.

The sanctions specifically cover the websites rapira.net, abcex.io, aifory.pro, whitebird.io, and marketcoin.io, as well as equivalent web resources associated with those services. Access to linked Telegram channels is also subject to restriction.

What the sanctions do

The main practical effect is the termination of electronic communications services connected to the targeted platforms and the blocking of access to their web resources within Ukraine. In other words, the sanctions are focused on limiting the use of those online services through Ukrainian communications networks.

The source article states that no asset freeze was imposed on the five platforms. Instead, the restrictions are concentrated on access controls and the use of electronic communications infrastructure.

How the decision was enacted

The legal basis for the restrictions is an NSDC decision adopted on September 30, 2026. That decision was later enacted through Presidential Decree No. 1037/2026 dated October 11.

The proposal came from the National Bank of Ukraine, which means the central bank was the initiating body behind the sanctions package described in the decree.

Implementation and international follow-up

The NSDC instructed the Cabinet of Ministers of Ukraine, the Security Service of Ukraine, and the National Bank to carry out and oversee implementation of the sanctions.

Ukraine’s Foreign Ministry was also tasked with informing the European Union, the United States, and other countries, with the aim of encouraging them to consider similar measures. The next confirmed step, based on the source, is domestic enforcement and monitoring by the designated Ukrainian authorities.
