PLDT Inc. has restored access to Binance across its internet network in the Philippines, extending a reopening that had already become available to Globe Telecom subscribers earlier this year. The move comes as Binance re-establishes local availability through BlockShoals Technologies Inc., a Philippine partner operating under an SEC-approved sandbox structure.

Binance had been blocked in the country since March 2024, when the National Telecommunications Commission and the Securities and Exchange Commission ordered internet service providers to restrict access, saying the exchange was offering unregistered securities and operating without a local license.

Access returns on major networks

Binance’s localized Philippine site, available through the binance.com/en-PH address, is now reachable on PLDT’s network. On the local homepage, the exchange identifies the entity operating Binance Philippines and explains that its local availability is being handled through domestic licensing arrangements.

The restoration is significant because of PLDT’s scale. According to the source article, the telecom group serves about 59 million mobile subscribers, 3.5 million to 4.1 million fixed and wireless broadband subscribers, and 3.7 million fixed-line telephone subscribers.

Globe users had already regained access in May, making PLDT the second major Philippine network to allow the site to be reached again.

Why Binance was blocked

The earlier restrictions trace back to March 2024, when the NTC and SEC directed internet service providers to block Binance. Regulators said at the time that the platform was offering unregistered securities and was operating in the Philippines without the required local authorization.

The latest setup does not frame Binance as returning under its old structure. Instead, its services in the Philippines are now being provided through BlockShoals Technologies Inc., which the article describes as an SEC-approved Crypto Asset Intermediary inside the Strategic Regulatory Sandbox, or StratBox, under SEC Memorandum Circular No. 9, series of 2024.

BlockShoals’ sandbox path

BlockShoals received in-principle approval from the SEC in November 2025. It later obtained a Notice to Proceed with Testing on April 14, 2026, clearing the way for activity under the sandbox framework.

The company is also in a systems integration phase aimed at linking local fiat payment rails and meeting regulatory requirements under the Anti-Money Laundering Act before the formal sandbox pilot begins. The source article also cited a remark that a fiat channel is expected to come later, though no launch date was confirmed.

Local buildout and public visibility

Binance has named fintech executive Jen Bilango as its general manager for the Philippines. Bilango previously held leadership roles at Coins.ph, a licensed crypto exchange, and at Web3 infrastructure company BlockchainSpace.

BlockShoals has also joined FinTech Alliance Philippines, a domestic industry association for digital finance and financial technology firms. The exchange’s renewed visibility in the country also followed a panel appearance in Manila at the ASEAN Tech Summit, where Binance co-founder Changpeng "CZ" Zhao shared the stage with FinTech Alliance Philippines founding chairman Lito Villanueva.

During that discussion, Zhao spoke about stablecoin design, lowering cross-border remittance costs, financial literacy, and how regulation is developing across ASEAN markets.

What comes next

For now, the confirmed change is that Binance’s Philippine site is again accessible on the country’s two major telecom networks under a structure tied to BlockShoals’ sandbox authorization. The next identified step is the completion of system integrations for local payment channels and compliance requirements ahead of the formal pilot under the StratBox framework.

That means Binance’s return in the Philippines remains closely linked to the progress of its local partner’s testing and regulatory obligations, rather than a simple reversal of the 2024 enforcement action.
