Binance is tightening controls on transfers involving 16 crypto platforms as the European Union broadens Russia-related sanctions affecting digital-asset services. Some restrictions have already been applied, while another group of measures is scheduled to begin on Aug. 23.

The exchange said the steps are part of its compliance efforts. Depending on the platform involved, transfers may be subject to added screening or stopped altogether.

Blocked platforms and timing

Binance has already blocked transfers connected to several named platforms in stages. Shelbit and Aban Tether were blocked on Aug. 7, followed by A7 Nigeria, A7 Africa and PilotFinance on Aug. 13.

A further round is due to start on Aug. 23. Binance said that wave will cover Rapira, Aifory Pro, ABCeX, WhiteBird, NoOnecrypto, Tradex, Monease, BitPapa, Exnode, Exnode Pay, HTX and EXMO. HTX, previously known as Huobi, is among the highest-profile names on the list.

Users were urged to complete any affected transfers before the relevant deadlines. Binance indicated that transactions involving the listed services could be reviewed more closely or rejected.

Why the restrictions are being tightened

The move comes as European authorities step up pressure on crypto businesses that regulators believe could be used to circumvent sanctions imposed on Russia after its invasion of Ukraine.

According to the source article, the EU added HTX and other crypto-related services to its latest sanctions package. European officials accused those services of helping frustrate existing restrictive measures aimed at Russia.

HTX draws attention from multiple authorities

HTX is facing broader scrutiny beyond the latest Binance action. The EU said the exchange supported A7 Limited Liability Company, a Russia-linked payments firm that was targeted over sanctions concerns.

The article also said the United Kingdom sanctioned HTX in May over alleged ties to Russia’s financial networks. Those claims were presented as the basis for official action, rather than as independently established facts in the report.

Potential effect on Binance users

The practical impact for Binance customers may vary depending on which outside platform is involved and when the relevant restriction takes effect. In some cases the issue may be additional checks, while in others a transfer could be blocked.

The source article noted that sanctions screening can sometimes reach beyond the entities directly named. Blockchain investigator ZachXBT has warned that wallets interacting with sanctioned platforms may also face wider consequences.

For now, the next confirmed milestone is Aug. 23, when Binance plans to begin the next batch of restrictions covering the remaining listed platforms, including HTX and EXMO.
