Bhutan’s Gelephu Mindfulness City, a special administrative region being developed in the country’s south, has given 3iQ Corp. a mandate to oversee part of its bitcoin treasury. The arrangement marks a change in how some of those holdings will be used, moving beyond a simple long-term hold strategy.

GMC said the objective is to earn long-term returns through a low-risk, market-neutral approach. The city did not disclose how much bitcoin is included in the mandate, and neither GMC nor 3iQ detailed the exact structure of the strategy.

Shift from passive holding

The mandate indicates that a portion of GMC’s bitcoin reserve will be deployed to produce yield rather than kept solely as a strategic asset. Officials described the approach as market-neutral, a broad category of trading and treasury strategies designed to reduce directional exposure to bitcoin’s price movements.

In crypto markets, market-neutral methods can include basis trades or lending activity. GMC did not say which of these, if any, will be used in this case, but framed the effort as a way to pursue returns while limiting risk relative to a straightforward long-only position.

Limited disclosure on size and source

GMC declined to say how large the 3iQ mandate is. It also did not identify the source of the bitcoin being managed under the arrangement.

That lack of detail comes as questions have circulated around Bhutan-linked holdings. Onchain data have suggested that roughly $1 billion may have moved out of wallets associated with Bhutan’s sovereign fund, prompting scrutiny over the king’s earlier bitcoin pledge and whether those coins are connected to the assets now being put to work. GMC and 3iQ have not addressed the origin of the bitcoin in question.

After the 10,000 BTC pledge

The decision follows a commitment by Bhutan’s king to pledge up to 10,000 BTC for Gelephu Mindfulness City. That pledge had been presented as a long-term national asset intended to support the city’s development.

By assigning part of the treasury to an outside manager, GMC is signaling that at least some of the reserve may be used more actively than first understood. Even so, the city has not suggested that the broader long-term role of bitcoin in its development plans has changed.

Jobs and skills remain part of the pitch

Officials have also tied the 3iQ arrangement to domestic economic goals beyond investment returns. According to GMC, the partnership is meant in part to help create jobs for young Bhutanese and support skill-building in technology and finance.

Those workforce plans are still at an early stage. GMC said specific programs have yet to be developed, leaving open how the treasury mandate will translate into training or employment initiatives in practice.

For now, the next confirmed points are limited: 3iQ will manage an undisclosed portion of the treasury, and GMC says it intends to pursue a low-risk, market-neutral yield strategy while withholding details on the size, source and mechanics of the bitcoin allocation.
