The XRP Ledger is on course to activate the fixCleanup3_4_0 amendment at about 09:34 UTC on Oct. 23, as long as validator backing remains above the network’s required 80% level. The proposal won its supermajority on Oct. 9, which started the two-week activation period now nearing completion.

The upgrade is focused on correcting existing software behavior rather than rolling out a new user-facing product. At the same time, amendments tied to XRPL’s planned native lending system are still well short of the support needed to go live, leaving that feature without a confirmed launch date.

Countdown depends on continued validator support

XRPL amendment activation is not final until support stays above the supermajority threshold for the full waiting period. By mid-October, tracking data cited in the source article showed roughly 26 to 29 validators out of 32 to 35 backing fixCleanup3_4_0.

That margin leaves little room for slippage. If support falls to 80% or lower before the scheduled activation time, the countdown resets and the amendment would need to hold the required backing for another uninterrupted two weeks before it could be enabled.

Upgrade fixes a permissions flaw and other software issues

The most notable correction involves PermissionDelegationV1_1, a feature activated on Oct. 8 that lets an account owner authorize another account to perform limited actions without handing over the main account keys. One of those delegated actions, called Paymentburn, is intended to allow certain tokens to be destroyed.

According to the source article, a software flaw could under specific conditions cause the opposite result, allowing an authorized account to create tokens instead of burning them. Official XRPL documentation has warned operators not to grant that permission until fixCleanup3_4_0 is active.

The amendment package, included in rippled version 3.4.0, also adjusts vault withdrawal calculations, tightens the conditions for marking loans overdue, and prevents some automated market maker transactions from destroying liquidity tokens without returning assets. It also covers token handling, escrow transactions and account permissions more broadly.

Most users may see little change, but operators need to prepare

For ordinary XRP holders, the cleanup is expected to be mostly invisible because it addresses backend protocol behavior rather than adding a new product. The practical effect is mainly to remove edge-case faults and tighten how certain features work.

Node operators face the more immediate requirement. They need software compatible with the amendment in order to continue following network consensus after activation.

Native lending remains stalled

Even though the cleanup contains several lending-related fixes, XRPL’s proposed lending system itself has not been approved. The planned Lending Protocol would let users pool assets and fund fixed-term loans on the ledger, while brokers would arrange terms and assess borrower creditworthiness outside the blockchain. Borrowers would not necessarily be required to post collateral.

The full lending system depends on three separate amendments. As of Oct. 15 to 17, the two lending amendments were reported at about 17 to 19 supporting validators, or roughly 53%, while the required Singleassetvault amendment had around 19 to 21 supporters. All three remained below the 80% supermajority needed for activation.

What happens next

If validator support for fixCleanup3_4_0 stays above the threshold through the end of the waiting period, the amendment is expected to activate on Oct. 23 at around 09:34 UTC. If not, the process resets and the network would face another two-week hold period once support recovers.

For lending, there is no equivalent date yet. The next confirmed step is simply whether validator backing rises enough for the required amendments to begin their own activation countdowns. Until then, the ledger may receive lending-related safety fixes before the native lending functionality itself becomes available.
