Optimism governance has approved a proposal to reassign 546.9 million OP tokens, valued at about $49.7 million in the source report, from the project’s user airdrop allocation to a Strategic Ecosystem Fund run by the Optimism Foundation.

The measure passed after a late and decisive vote from Test in Prod, an Optimism-funded core development team, reversed the running tally shortly before the voting window closed.

A late vote changed the outcome

The final result was 17.974 million OP in favor and 10.931 million OP against. According to the reported vote record, support stood at 45.77% until Test in Prod cast 8.486 million OP with 16 minutes and 52 seconds remaining.

That vote pushed support to 61.84% and secured passage. The source article said that without Test in Prod’s position, final approval would have been 46.47%, meaning the proposal still would have reached quorum but the tokens would have remained in the user allocation.

What the proposal does

The approved plan redesignates 546.9 million OP, equal to 12.7% of total supply, from the allocation set aside for user airdrops. Those tokens will instead form a Strategic Ecosystem Fund administered by the Optimism Foundation.

The fund is intended to support adoption and growth for OP Mainnet and Enterprise. As described in the source article, the change moves control of that token pool away from a user distribution bucket and into a Foundation-managed vehicle focused on ecosystem expansion.

Test in Prod’s rationale

Test in Prod argued that Optimism needs the new fund to compete for enterprise business and said that the bidding process in that market often depends on confidentiality. In its view, public disclosure during negotiations could put Optimism at a disadvantage against rivals.

The team described the enterprise market as costly and time-sensitive, saying the network needs a “war chest” now. At the same time, it called on the Foundation to publish aggregate information on deployments and outcomes after the fact.

What comes next

With the vote approved, the next confirmed step is the redesignation of the 546.9 million OP into the Foundation-administered Strategic Ecosystem Fund outlined in the proposal.

The source material does not specify a further timetable for deployment of the tokens. It does, however, indicate at least one expectation from supporters of the measure: that the Foundation later disclose aggregate results tied to enterprise deployments and use of the fund.
